Generative AI holds the potential to help the European public administrations meet rising service demands by improving efficiency, enhancing service delivery, and allowing employees to focus on higher-value tasks.


An Implement Consulting Group study commissioned by Google explores how generative AI can enhance productivity and create value for citizens and businesses in the public administration of EU member states and EU institutions. The potential in this part of the public sector is sizeable and particularly well-suited for early AI benefits at low risk.


Key findings of the study:

  • Public administrations in EU member states can unlock a EUR 100 billion opportunity solely by adopting generative AI for administrative processes.
  • Low-risk use cases account for 15–20% of generative AI’s potential in public administration in member states and should be realised first.
  • 77% of EU institution jobs have the potential to be complemented by generative AI.
  • EU institutions can get 12% more value for money by adopting generative AI across their tasks.

Early AI adoption by governments can accelerate AI uptake across the economy by setting an example within existing regulations. By empowering civil servants with the right AI skills, establishing clear governance frameworks, and securing access to scalable infrastructure and specialised AI applications, the EU can fully unlock the potential of AI to enhance public services.
